Mark Taylor, president of The Learning Clinic, is a licensed clinical professional counselor (LCPC) since 1987. In addition, he is certified in Montana to teach art, English, and psychology. He has been working, mainly as a school psychologist, for 20 years in Montana. He was raised in Billings.

Mark is active in various professional and advocacy organizations in Montana, including the Learning Disabilities Association of Montana, and the Montana Association of School Psychologists (MASP). Over the years, he has chaired several committees for MASP, including its Best Practices, Legislative, and Ethics committees, and served as President in 1991-92. Out of respect for his professional skills and contributions, in 1997 Mark was honored as Montana School Psychologist of the Year. He currently serves as President to the Board of Directors of Parents Lets Unite for Kids (PLUK).

Mark was among the first professionals in the nation to be certified to provide Fast ForWord. He received his training in February 1997 and has been working with individuals using Fast ForWord since.

He currently is employed full time in public practice, serving more than 20 Montana school districts, including Broadview, Pryor, Molt, all Yellowstone county schools west of Billings, and all schools in Carbon County. He provides service to children of all ages and disabilities, from preschool through high school.

Besides working in schools, Mark has worked intensively with children in crisis who were placed in shelter care. From 1986 to 1988, he alone was the entire professional staff of the Mental Health Center satellite office serving Rosebud and Treasure counties in eastern Montana.

Mark continues to work with adults as well as children. He has recently provided diagnostic evaluations for the Montana Vocational Rehabilitation Programs and for the Federal government. Also, he provides evaluations for adults who have learning disabilities who need accommodation so that they can succeed in college.

From 1989 to 1992, Mark served under contract to the Montana Office of Public Instruction as a regional resource consultant for services to students with emotional disturbances. He has created successful workshops and presentations for a variety of audiences, including parents, school psychologists, speech-language professionals, legal professionals, teachers, and administrators.

Recently (June 1999 - June 2004), Mark has presented to:

  • PLUK Interactive TV Learning Series
  • the Montana LDA conference
  • the statewide conference of Vocational Rehabilitation counselors in Butte, Montana
  • a local group of Vocational Rehabilitation counselors in Billings, Montana
  • the staff of Montana Advocacy Program (MAP) in Helena, Montana
  • the statewide meeting of the Montana Speech and Hearing Association (MSHA) in Helena, Montana
  • The Committee on Evaluation and Eligibility Requirements for Montana colleges and universities, in Helena, Montana

Additionally, he:

  • was interviewed for a feature article by Tom Howard in the Billings Gazette,
  • was interviewed by Susan DeCamp for a radio feature on KEMC, Billings, Montana
  • served on the Learning Disabilities Strategies Committee at Montana State University--Billings.
